HUMAN SECURITY DI LAMPUNG: DILEMA PEMERINTAH DAERAH DALAM MENGHADAPI ANCAMAN TERHADAP KEAMANAN MANUSIA

Contemporary, threats on security do not only come from military invasions, but also from economic problems, the environment degradation, food security, ethnic conflicts, terrorism and so on. The question of who needs to be secure first, has also shifted from national security to human security. If human security is guaranteed then national security is also guaranteed, otherwise a safe state does not promise that its individuals and communities will also feel secure and safe. Human security includes individuals at both national and regional levels. This article uses a descriptive qualitative method to examines the human security threats and policies of the Lampung provincial government related to human security. Lampung also has threats related to human security such as problems of pollution and environmental pollution, poverty, radicalism, conflicts between communities, health issues related to tuberculosis and the COVID-19 pandemic, as well as problems of violence and crime. Lampung as one of the regions in Indonesia, still prioritizes the police of the Republic of Indonesia and Satpol PP in handling several human security problems. Local regulations in Lampung also place more emphasis on prohibition to ensure individual freedom from fear rather than providing fulfillment. The issue of human rights has become the main principle in local security policies of Lampung, but the government does not yet have clear and integrated guidelines regarding human security as well as the national security system. The issue of human security is mostly accommodated as a social problem and tend to reactive than preventive. The local government faces a dilemma in some of the implementations of human security between choosing which aspects should be prioritized. In ensuring economic security, sometimes governments have to sacrifice environmental security, and when ensuring health security, economic security and freedom are often forgotten
