This regulation provides an opportunity for regions to explore potential financial performance in the context of realizing regional independence based on regional autonomy. This study aims to determine the level of independence in Tulang Bawang Barat and Pesisir Barat which is measured based on the degree of fiscal decentralization and regional independence as well as factors related to fiscal independence. The data used in this research is secondary data in the form of APBD for the 2018-2020 Fiscal Year. The data is Total Regional Revenue, Original Regional Revenue and Balancing Fund. This study uses a descriptive method with a quantitative approach. The results showed that the level of fiscal independence in Tulang Bawang Barat and Pesisir Barat showed an instructive or very low pattern of relationship, but the average ratio of the level of fiscal independence in Tulang Bawang Barat was higher than that of the West Coast, the contribution of local revenue to regional revenues was higher. in Tulang Bawang Barat rather than Pesisir Barat, the level of dependence on Central Government assistance in West Tulang Bawang Regency was also higher than that of Pesisir Barat Regency. Various adjustments and arrangements have been made by regional apparatus that provide public services within the Lampung Provincial Government. The capacity of regional apparatus organizations, especially those related to public services, still needs to be improved. The identification of impacts and alternative responses that are important for public service organizations in dealing with this pandemic is reviewed using qualitative research methods. The results of interviews using questionnaires with civil servant respondents who provide public services in the local government of Lampung Province show that the main obstacles in improving the quality of public services that are important to be addressed immediately are related to the capacity of human resources of the apparatus, supporting infrastructure for public services, utilization of information and communication technology that is more optimal, and commitment of leaders in realizing higher quality organizations and public services. Integrated governance and proper investment in human resources, technology, and managerial aspects are increasingly urgent to be realized. The mechanism of interaction and connectivity between providers and users of public services also still needs to be improved, so that it is hoped that the government and the community will be closer, synergies can be stronger, and new initiatives will be more facilitated. The research method used in this study is a qualitative research method using a soft system methodology approach. The results of the study show that leaders have a very important role in improving discipline and employee morale, which is the ideal leader, namely a leader who is able to contribute positively in achieving the targets and goals of the organization. The role of the leader in improving employee discipline is carried out by providing positive education and leadership, implementing an ideal leadership style, making fair decisions, assertiveness and being consistent in applying disciplinary sanctions, strict supervision will be able to have a positive effect in increasing the role of leaders in shaping employees who have high discipline and also good morale so that they can improve the work performance of employees in the environmental service of North Lampung Regency. Data primer diperoleh melalui wawancara kepada petani yang dijumpai di lokasi penelitian meliputi nama lokal, umur tanaman, dan penggunaan klon yang dibudidayaka.&nbsp; Data deskripsi karakteristik morfologis karakteristik vegetatif didapatkan melalui pengamatan langsung di lapangan dengan standarisasi yang ditetapkan oleh <em>International Institute of Tropical Agriculture </em>(IITA) yaitu “<em>Selected Morphological and Agronomic Descriptors for the Characterization of Cassava</em>” oleh Fukuda, dkk. (2010). Ditemukan 15 klon dari 6 kabupaten/kota, di Kabupaten Lampung Tengah ditemui 3 klon ubi kayu (Barokah, Thailand, dan Kasesat), Tanggamus 2 klon (Martapuro dan Baturaja), Pringsewu 2 klon ( Melati dan Pringsewu-1), Way Kanan 3 Klon (S.R. This paper tries to describe the demographic and working conditions of migrant women street vendors in the city of Jakarta. This study used a sample of 100 women street vendors in the city of Jakarta with various methods of data collection. The cities were specifically selected due to rapidly increasing numbers of street food vendors. The selection of respondents used purposive sampling technique. The researcher's observations were used to collect data. Quantitative data were analyzed using percentages, bivariate analysis, Pearson analysis, and Chi-square. The results showed that among women street vendors, the age group of 20 to 50 years was the dominant group in Jakarta. Most of the vendors were poorly educated. The majority of the vendors are of Javanese ethnicity and come from Central Java and East Java. The majority of traders were married with 2-3 children. Furthermore, the daily life of women street vendors during the Covid-19 pandemic was marked by worse working conditions than before the Covid-19 pandemic, where 96% of the vendors said their income had decreased because of the Covid-19 pandemic. The regency as an agricultural area is still classified as having very poor regional financial and fiscal capacity. Descriptive quantitative analysis using the Location Quotient and Shift-share Analysis methods were used to identify the basis of the economic sector and regional competitiveness. The results showed that there were only three leading economic sectors based on the LQ and DLQ methods in the economy of Central Lampung Regency, from Agriculture, Forestry and Fisheries, Construction and Manufacturing Industries. The shift-share analysis concludes that only two economic sectors in Central Lampung Regency are growing rapidly and have competitiveness in the 2016-2020 period, namely Transportation and Warehousing and Information and Communication. Student complaints are needed in a university to improve and improve the performance and quality of the university. At XYZ University there is no system for students to submit complaints, every semester students only fill out a questionnaire that has been provided by the campus, but there are still students who are not satisfied with the contents of the questionnaire. The solution to this problem is to create a system using a framework, namely flutter, which later can be used by students to submit complaints easily, and can submit these complaints at any time. This research was conducted at the Seed Technology and Plant Breeding Laboratory, Faculty of Agriculture, University of Lampung from April to May 2019.This research was set in Randomized Block Design (RBD) that consist of three replication. The treatment design consisted of two factors that was arranged in a factorial (3x2). The first factor is soybean varieties which consist of three varieties (Anjasmoro (V1), Grobogan (V2), and Burangrang (V3)). The second factor was moistened seed for 0 hours (I0) and 12 hours (I1). The data homogeneity was tested by using the Bartlett test and the data additivity was tested by using the Tukey test. If the assumption is fulfilled, then the separation of the mean value was carried out by using orthogonal contrast at 5% significance level. The results showed that (1) the Burangrang variety had higher viability than the Grobogan variety after being stored for 17 months. This was based on the variable speed of germination and the vigor index of the Burangrang variety, namely 32.94% per etmal and 0.82; higher than the Grobogan variety, namely 29.67% per etmal and 0.76. (2) Moisturization for 12 hours resulted a germination rate of 34.01% per etmal and a vigor index of 0.84; higher than unmoisturized seed, which was 28.60% per etmal and 0.77.
