TRANSFORMASI DIGITAL DALAM PELAYANAN (STUDI PADA BADAN KEPEGAWAIAN DAN PENGEMBANGAN SUMBER DAYA MANUSIA KOTA PALEMBANG)

This study explores the implementation of digital transformation in personnel management through the adoption of the Personnel Management Information System (SIMPEG) within the Civil Service and Human Resource Development Agency (BKPSDM) of Palembang City. The research employs a Participatory Action Research (PAR) approach, emphasizing the active involvement of various stakeholders, including civil servants (ASN), SIMPEG administrators, and related parties. The main objective is to analyze the extent to which SIMPEG enhances efficiency, accuracy, and transparency in civil service administration, while also identifying the challenges encountered during the digitalization process. The findings reveal that SIMPEG significantly streamlines employee data management, accelerates administrative processes such as leave requests, promotions, and retirements, and strengthens system integration through its connectivity with other platforms like e-Kinerja and BKN’s SI-ASN. Nevertheless, the implementation still faces challenges such as infrastructure limitations, human resource capacity, user accessibility, and budget constraints. Despite these issues, ongoing development efforts—including enhanced data security, mobile application development, and continuous training for civil servants—are considered strategic steps toward optimizing the system’s effectiveness. The study recommends regular evaluations, stronger inter-system integration, and improved digital literacy among civil servants to support the overall success of e-government in human resource management.
