Abstract

Abstract: The implementation of a meritocracy system in talent management within government institutions is a strategic effort to improve the quality of public services. Meritocracy emphasizes selection, promotion, and human resource management based on qualifications, competencies, and performance, aiming to create a more professional and accountable bureaucracy. This study aims to analyze the implementation of meritocracy in the talent management system within government institutions, identify the challenges faced, and formulate strategies that can be applied to enhance the quality of services provided to the public. This research employs a literature review method by analyzing various academic sources, scientific journals, and relevant policies related to the merit system in civil service management. The findings indicate that the implementation of meritocracy in government institutions plays a crucial role in improving the quality of public services. However, its implementation still faces several obstacles and challenges. Nevertheless, various strategies can be adopted to address these issues, including strengthening regulations and policies, ensuring transparency and accountability in implementation, developing the capacity and competencies of civil servants, reinforcing organizational culture, and implementing meritocracy through effective talent management. With the right strategies in place, meritocracy in talent management can significantly contribute to enhancing the efficiency, effectiveness, and accountability of public services. Therefore, strong commitment from the government, along with support from various stakeholders, is essential to ensure the optimal implementation of the merit system, ultimately delivering tangible benefits to society.
