IDENTIFICATION OF CHALLENGES IN THE IMPLEMENTATION OF THE MERAH PUTIH COOPERATIVE PROGRAM

The Merah Putih Cooperative Program was initiated to strengthen rural economies through cooperatives based on local commodities. Muara Enim Regency has successfully established 256 Merah Putih cooperatives across all villages and sub-districts, achieving a 100 percent implementation target. Nevertheless, the establishment and operation of these Merah Putih Village/Sub-district Cooperatives (KDKMP) still encounter significant challenges. These include the limited capacity and quality of human resources, the use of complex technical terminology in vertical communication that is difficult for village-level actors to comprehend, overlapping bureaucratic arrangements between Village-Owned Enterprises (BUMDes) and cooperatives, as well as public perceptions that these cooperatives do not genuinely belong to the community. From a normative perspective, the KDKMP also does not fully conform to the cooperative principles stipulated in Indonesia’s Cooperative Law. Employing a literature review approach, this study applies Edward III’s framework, which emphasizes four key factors influencing policy implementation: communication, resources, disposition, and bureaucratic structure. The analysis reveals two primary challenges in the implementation of the KDKMP. First, the inadequate quality of human resources, which directly affects the governance and sustainability of the cooperatives. Second, the complexity of the bureaucratic structure, stemming from the involvement of multiple actors responsible for managing and regulating the policy.
