The increase in carbon dioxide (CO₂) emissions in urban areas poses a serious challenge to climate change mitigation. Bangkalan Regency has experienced a decline in Green Open Space (GOS) due to land conversion into residential and industrial areas. This study aims to develop a model linking GOS proportion and CO₂ concentration, as well as to prioritize GOS development using Structural Equation Modeling–Partial Least Squares (SEM-PLS) and the Analytical Hierarchy Process (AHP). CO₂ measurements were conducted in four GOS zone types in Bangkalan using the Lutron GCH-2018 device, while vegetation analysis was performed spatially using satellite imagery. Results show a significant relationship between increased GOS proportion and reduced CO₂ concentration. Ecological effectiveness, land availability, and accessibility emerged as the main criteria in determining GOS development priorities. This study is expected to contribute to more sustainable urban planning through the integration of scientific data and spatial policy.
